Ms. Hilda Tumuhe

Hilda Tumuhe is a Public Finance expert specializing in research, policy analysis, governance, and advocacy for economic justice. With extensive experience in budget analysis, fiscal policy formulation, regional integration, and natural resource management in Africa, she currently serves as a Program Officer for Debt and Aid. In this role, she supports reforms in global financial architecture to ensure sustainable financing for development in the Global South. Hilda is also dedicated to promoting transparent and equitable management of Tax, Aid, and Public Debt revenues in the East African Community to drive socio-economic transformation.

She holds a Master’s degree in Economic Policy Management and a Bachelor’s in Statistics from Makerere University. Hilda has also been trained in Public Investment Management (PIM-COE) and Public Expenditure Accountability by the World Bank. She has authored and contributed to several publications on fiscal policy, including those examining the intersection of tax, debt, gender, and climate change.
