Jane Seruwagi Nalunga is an expert on trade, tax and investment related issues in general and the multilateral, bilateral, regional and national trade and investment policies and Agreements in particular. She has more than 20 years of experience in policy research, analysis and advocacy and has authored a number of policy-oriented studies and articles.Jane sits on a number of national policy making bodies; and advises government and Parliament on trade, tax and investment-related matters. She is a member and actively participates in a number of networks at national and global levels.She holds an Honors Bachelor of Arts degree in History and English Language (Makerere University); a Diploma in Education from Makerere University; and a Masters of Arts (M.A) in African History from the University of London. She is an Associate of the Institute of Chartered Secretaries and Administrators (ACIS) and currently the Executive Director of SEATINI-Uganda.

Ms. Eresi Mbambu is a highly experienced and results-oriented finance professional with over 15 years of expertise in internal controls, budgeting, financial analysis and reporting, project accounting, and project management. As the Ag. Finance Director at SEATINI Uganda, she oversees the organization’s financial management, providing strategic guidance on budgeting and financial reporting.

Ms. Mbambu has a proven track record of preparing and analyzing financial information to support informed decision-making. She is recognized for her strong communication and presentation skills, complemented by her hands-on experience, meticulous attention to detail, and commitment to trustworthiness in all financial operations.

Herbert Kafeero is a trade and development policy analyst and communication specialist, serving as Deputy Executive Director at the Southern and Eastern Africa Trade Information and Negotiations Institute (SEATINI). He provides strategic leadership and oversight to programmes on regional integration, trade governance, and sustainable development. His work integrates policy analysis, research-driven advocacy, and strategic communications to advance equitable trade, strengthen multi-stakeholder engagement, and promote inclusive economic transformation.

Herbert holds a Master of Business Administration and a Bachelor’s degree (Honours) in Development Studies. He also possesses several professional certifications in Public Policy Analysis, Gender Mainstreaming, Data Analysis, NGO Advocacy, and Social Media Management and Marketing, which further strengthen his multidisciplinary approach to development practice.

Aloysious Kittengo currently works as the Program Coordinator, Financing for Development. He holds a Postgraduate Certificate in International Trade Facilitation and Development from Trade Policy Training Centre in Africa (TRAPCA)- Arusha, Tanzania. He holds a Bachelor of Arts Degree in Social Science from Makerere University Kampala, Uganda. He has five years experience in Trade, Tax and Policy-related advocacy from local, national, regional and Global level. Aloysious' ambition is to become a reputable Social Scientist with specialization in developmental related issues for the improved people's livelihoods in associate with other professionals and institutions where his knowledge and skills are highly needed and acknowledged. He has a clear logical and practical approach to problem solving and capable of working under pressure on one hand and, with equal confidence in working independently on the other.

Nice Musana has over four years' in program monitoring, evaluation and database management information systems in the NGO setting. He has worked on several donor funded programs notably on promoting access to curative equitable health services (HMIS), HIV/AIDs, Advocacy, human rights, youth and women empowerment majorly supported by USAID, Netherlands Ministry of foreign affairs and Ministry of Health. He is an experienced systems and software developer having developed and implemented systems in M&E information system for health center service information processing or Health Information Management System (HMIS) and Local Revenue Management Systems for local governments to manage Local Revenue Mobilization, payments and administration at town council level. He holds a Bachelor of Business Computing degree from Makerere University and a Post Graduate in Monitoring and Evaluation from Uganda Management Institute.

Hilda Tumuhe is a Public Finance expert specializing in research, policy analysis, governance, and advocacy for economic justice. With extensive experience in budget analysis, fiscal policy formulation, regional integration, and natural resource management in Africa, she currently serves as a Program Officer for Debt and Aid. In this role, she supports reforms in global financial architecture to ensure sustainable financing for development in the Global South. Hilda is also dedicated to promoting transparent and equitable management of Tax, Aid, and Public Debt revenues in the East African Community to drive socio-economic transformation.

She holds a Master’s degree in Economic Policy Management and a Bachelor’s in Statistics from Makerere University. Hilda has also been trained in Public Investment Management (PIM-COE) and Public Expenditure Accountability by the World Bank. She has authored and contributed to several publications on fiscal policy, including those examining the intersection of tax, debt, gender, and climate change.

Jonathan Lubega is a lawyer and policy analyst dedicated to advancing social justice through equitable trade and sustainable agricultural practices. As the Program Officer for Agricultural Trade and Rural Transformation at SEATINI Uganda, he plays a pivotal role in legal and policy research, analysis, and advocacy. Jonathan holds a Bachelor of Laws, a Postgraduate Diploma in Law, and a Postgraduate Diploma in Monitoring and Evaluation. With a strong foundation in equity, fairness, and public trust, his work focuses on driving transformative change in agriculture and trade policy. Jonathan’s expertise spans program management, partnership building, research, advocacy, and community engagement, all aimed at fostering inclusive and impactful policy solutions.

Ms. Sharon Nanfuka is a skilled documentary filmmaker and graphic designer with a strong commitment to using storytelling as a tool for community impact. Her work is driven by a passion for exploring innovative ideas, techniques, and creative processes that resonate with diverse audiences. Sharon holds an NQF Level 5 Certificate in Documentary Filmmaking (15 Credits) from the University of Cape Town, as well as a Diploma in Visual Communication from Artfield Institute of Design. With a keen eye for visual storytelling, she seeks to elevate narratives that inspire positive change and social progress.

Nakaweesa Catherene has extensive experience in debt management, tax policy, and economic sustainability, with a strong background in research, data analysis, and policy advocacy. She has contributed to policy recommendations on debt sustainability and restructuring mechanisms, advocating for evidence-based strategies to promote economic development.

Throughout her career, she has collaborated with policy makers and technocrats, development partners, and civil society organizations to enhance fiscal responsibility and public financial management practices.

As the Program Associate for Debt and Aid, Nakaweesa conducts research and provides policy recommendations on debt management and international tax issues, focusing on advancing sustainable economic policies and promoting transparency in public financial management to support Uganda and Africa’s long-term development goals.

Peter Tukundane is a Program Associate for Local Revenue Mobilisation and Civic Engagement within the Financing for Development thematic area at SEATINI Uganda. He is currently pursuing a Master’s Degree in Administration (Accounting and Finance) at Cavendish University Uganda. Peter holds a Postgraduate Diploma in Business Management and a Bachelor of Business Administration in Accounting and Finance, both from Cavendish University Uganda. Additionally, he has earned a certificate in Understanding Research from the University of London. With three years of experience in trade, tax, and policy-related advocacy, Peter is dedicated to leveraging his expertise to promote sustainable economic development, enhance local revenue mobilization, and strengthen civic engagement at national, regional, and global levels.
